Usually yes — if your licence lets you claim authorship of your edited version and you have genuinely changed the content. KDP does not prohibit PLR as a licence. It enforces against duplicate and low-quality content, and it requires you to hold the rights to what you publish. Those two rules together are what actually decide whether PLR is usable.

Does Amazon KDP allow PLR content?
KDP does not ban PLR. It requires you to hold the rights to what you publish and it enforces against duplicate content. A PLR licence that lets you claim authorship of your edited version satisfies the first; genuine editing satisfies the second.
Which licence clause decides it?
Whether you may claim authorship of your edited version. If the licence forbids that, KDP is closed to you no matter what else it permits — because you cannot honestly assert you hold the rights to the version you are uploading.
The practical test: if you cannot honestly say you own the rights to the version you upload, do not upload it. That is the whole rule, and it is stricter than most people assume.
Why do PLR books get taken down?
Because the same file is published by many people. The licence usually allows each buyer to sell the product, so forty buyers can each upload an identical book. KDP sees forty duplicate titles, acts on them, and every account involved is at risk.
The licence is not the problem. The duplication is. Two buyers of the same PLR package who both edit it properly produce two different books and neither gets flagged.
What counts as genuine editing?
| Change | Enough on its own? | Why |
|---|---|---|
| New author name | No | The interior is still identical |
| New cover only | No | Covers are cheap to change, interiors are not |
| Retitled chapters | Partly | Better, but the body text still matches |
| Rewritten or expanded body | Yes | This is what makes it a different book |
| Restructured + new examples | Yes | Strongest position |
What about PLR that includes source files?
Source files are the difference between a licence you can use and one you cannot. Without the DOCX you cannot rewrite the body, which means you cannot pass the duplication test, which means KDP is effectively closed. When I review a PLR product, the presence of editable sources is one of the first things I check — the Bounceback Blueprint and AI Brain Transplant both include them.
Is it worth doing at all?
Only if you are willing to do the editing work. PLR is a starting point, not a finished product. Buyers who upload the file unchanged are the ones who lose accounts; buyers who rewrite it are running an ordinary publishing business with a head start.
